Default RRV clarification

I had my PR visa which expired December 2015 but I have been out of Australia from March 2012 what are the chances to get RRV if I apply now.

Very hard to say. Technically, from what you have posted you do not meet the criteria, but the department are more flexible with RRV's than with other applications. You will need to give them a very good reason.

Just want to check here does the department ask for any documentation proof while we provide reason or they don't mind and proceed the same with out any documents or proof

I was reading eligibility criteria for RRV on which I saw below point
Any former permanent resident whose pr Visa has not been cancelled.

What does cancel mean here , does the immigration department cancel visas how can I check if my PR visa had been cancelled

You can check on VEVO but unless you have given them cause to cancel - in which case they would have notified you - then it will not have been cancelled by DIBP.
And presumably you haven't taken any action to cancel it yourself?

I have submitted my application now its more than 20 days but not have heard back from them still. Is there any way to reach them and know application status.

Non-standard RRVs seem to be taking longer and longer at the moment. From comments posted in various places and personal experience 4-5 weeks seems to be the norm at the moment. Department stats at:
