'Renewing' childs passport overseas

'Renewing' childs passport overseas
So hoping I've misunderstood the application process for getting a new child's Australian passport overseas.
The website seems to say I need to apply in person for her (she is 5) - but the nearest office is in Toronto and I'm in Winnipeg!
This seems crazy - she has an Australian passport, but it can't be just 'renewed' because of her age.
Gonna cost us an absolute fortune to fly to Toronto just to do this! (although a break from the extreme windchill of -35c right now would be a welcome break I suppose)

All renewals of Australian passports overseas now must be done in person. An applicant's age is irrelevant.

All renewals of Australian passports overseas now must be done in person. An applicant's age is irrelevant.
