I am off shore 176 applicant. I applied in sept 2009 and recieved a pre-grant email from department today. There is also a health declartaion form. I want to ask does it mean that a visa has been granted?
How long will it take for a final grant?

Pre Grant letter means DIAC will send Grant Letter when you send them the required documents mention in Pre Grant Letter.
What do u mean by Health declaration form ? If you need to give them health undertaking just fill a For 815 and send them as scan copy then you will get grant letter in 1,2 days.

I got pre grant on 29th Jul 2010. I am already out or Australia. They need our passport photograph before issuing grant letter.
