Points Test - Work Experience Question

Hi,
I have a question about the points test, the "specific work experience" points in
particular: Who decides whether you get these points or not? Does DIMA decide? Or the ACS
(in cas of IT)? I guess what I really want to know is: What is considered a "closely
related occupation"? If the ACS gives me an assessment of "IT Officer
- Systems Programmer" and I haven't actually programmed within the last four years but
rather been working as a project leader, consultant or coordinator (manager) in software
development, would that still be "close enough"? Thanks for your comments.
Stefan

Your work experience is assessed for points (and to see if you meet the basic
requirements) by DIMA after you apply, not by the assessing authority.
I can't help with your other question unfortunately, hopefully someone else will have
the answer.
