NZ general skill appl. Q., Compulsory registration?

Please help me to figure out the best way of applying for PR in New Zealand under the
general skill category. I am really confused with the information on the NZ gov. website.

I am a Russian citizen, but right now I am in the US on a business visa. I received a MS
degree in medical physics from the accredited US university 3 years ago. My work
expierience mostly in Russia in the nuclear medicine field.

My occupation is on the compulsory registration list. Please someone explain how to
proceed in this case. Should I try to find an employer first? What I heard from this ng,
it might be hard since I don't have a work authorization.

Can I apply from within the US or I have to do this from Russia?

Any help will be greatly appreciated.
