Reading is usually one of the easier parts, maybe you had a bad day. It is important that you learn how to skim read texts (identify information/finding information) and practice, practice, practice. Do you own any IELTS books?
Anyway, you may want to read this page:

The best thing to do is practice, practice, practice. Sorry, but there is no other way.

Re: My IELTS remark
Unfortunately, the reading and listening parts are said to be unlikely to get a different mark. This is because it is mainly filling in words on a sheet of paper. These are either right or wrong, there is no room for individual opinion by the examiner. Writing has better chances, as well as speaking, to be remarked. At least that is what I've heard.

I'm sorry, you don't want to hear this but not everyone is entitled to apply for a visa or even be lucky enough to be granted one. After 11 times, I think I would say enough is enough. Actually I think I'd have said that after three attempts. Maybe you're just not meant to move to Australia.

But there is a degree of effort required may not justify the reward. It's a trade off.
To the OP, you need to improve your English, not retake the test more times. It isn't a lottery where sooner or later you will magically pass the test. You need to study and take lessons. It might take a year or more, but you can get that score if you want it enough and make the right effort.
It's all down to you. No one on here can help you.

Re: My IELTS remark
Nice thought but I disagree. Some things are just totally out of reach no matter how hard you try. However, if the OP wants to have another go, then I totally agree with your advice to him.

Go to more classes, or get a tutor. Read newspapers every day. Try and speak the language every day.
You may also need to seriously think about how you will find work. Are your language skills going to be good enough to be successful in the world of employment?

Re: My IELTS remark
Right. Ability to use a non-native language is not a gift, it's something that comes with practice & exposure, a lot of it.
I think OP has been trying to beat the test rather than improve his English. To OP, did you give enough time to practice & improve after each failed attempt?
11 times is way too many to get to 5.5 from 4.5. I think you're not learning from your mistakes.

But - I firmly believe anyone can do anything. The OP can pass this test if he wants to.
