I am a secondary applicant for PR visa and a registered nurse in dubai and below are my queries:

1. for PR visa do i need to write IELTS. If no. What are the required doc?
2. After getting PR and migrating I am planning to enroll into an univeristy for M.Sc Midwifery course in Australia. What is the procedure? Do i need to write IELTS?
3. Kindly Help!

Are you a dependent on your partners PR application? Are you a citizen / passport holder of a country exempt from IELTS?

Yes, I am an dependant on my partners PR visa.
I hold an Indian passport so i guess it is not exempted but what will be the case of secondary applicant? & Applying for university after PR?

All dependents over the age of 18 need to show at least functional English. This can be by IELTS, or other method, at listed here - https://www.homeaffairs.gov.au/about...tional-english

The requirements for university may be different - for that, you should be able to find information on the university website but I would expect that you would need competent or proficient.
