The Minister for Immigration has foreshadowed changes to the Migration regulations
applying to Information and Communications Technology ("ICT") professionals who will be
applying for the sub-class 136 Skilled-Independent visa.
Whilst the present regulations for sub-class 136 Skilled-Independent visas do not require
applicants who have lodged their visa application within 6 months of completing a degree,
diploma or trade qualification for award by an Australian educational institution, to
additionally have post-qualification employment experience the visa application must still
be lodged offshore and does not give rise to a bridging visa enabling the applicant to
remain in Australia whilst his/her visa application is being processed.
The Minister for Immigration has now foreshadowed changes to this procedure but only in
relation to Information and Communications Technology professionals.
From 1 July 2001 these overseas students will be able to apply for and be granted their
permanent residence visas without leaving Australia

Additional changes are also proposed to the immigration procedures for ICT temporary visa
applicants (sub-class 457 Business long-stay applicants) such that all ICT professional
occupations will be considered as "key activities", thus avoiding the requirement for
proposed sponsors to show labour market testing.
I strongly urge all ICT professionals considering lodging either a temporary or permanent
residence visa application in the near future read the Minister's proposed initiatives to
attract ICT professionals.

One item mentioned in the brief was that the Dept of Immigration will treat ICT
applications as top priority. Wonder how long it will take now of an ICT applicant to
apply for residency.
