My partner is about to start the process for 189. Am I right in thinking the new programme year starts on Aussie new Financial year? July 1st 2017?

Is it still worth putting in his EOI before then or best to wait?

Difficult to say without knowing about your case. However, you must make sure you already have a positive skills assessment, appropriate level English language test results (if required) and all documents to hand *before* submitting an EOI.

Otherwise you will run into all kinds of problems.
