Can I lodge partner visa 309 without PCC & Medicals?
Hi,
Can I (sponsor: 40SP) and my partner (offshore: 47SP) lodge their respective applications without PCC & Medicals and provide later when CO asked?
Will it effect negatively on processing time?
It's for HR country.

Yes. You can lodge without them and the case officer will request them at a later date. TThats what most people do.
