PMV can only be applied for offshore, so that would negate any BVE in existence as soon as the OP left Australia, I think?

Yes it would, the BVE would cease immediately and not possible to apply for BVB when on a BVE. But it wouldn't help anyway, well only to the extent that a PMV will process faster than the partner visa.
