Don't think there is a definite PR route from a student visa. There may be a temporary graduate visa depending on what you are studying, and a limited number of occupations allow you to apply for skilled PR with no experience if you can make the required points and other criteria.

I think accountants and occupational therapists can pass skills assessments without experience, but double check - and of course that can change at any time. There may be others but I can't remember reading any.

What are you studying?

Physiotherapists and Architects also can pass skill assessments without experience.

1) No there is not permanent visa that you qualify for simply on account of lapsed time in Australia.

2) N/A.

It is not after a certain lenght of time. You should study at University Level at least for 92 weeks or 2 years.

This is only one of the requirements apart from skills which should be in the list, IELTS, age, etc.

Business visas are about the hardest visas you can get. You would need to be running a business with a very substantial track record of success, you will have to look up the exact numbers, but as a conservative guess, you would need to be generating $500,000 of revenue per year.
