Its quite simply really.

he needs to get a job offer from an accredited company to enable him to see if he qualifies with enough points. he needs to meet a certain level of salary to be able to add anyone to his application.
If none of the above applies he is unlikely to get a visa other than the seasonal ones he is already picking up.

what are your skill sets?

He has a work visa which expires on 01 May 2018. It says he must leave before this date and can only work for a certain company. Does this mean he can apply for a job that states "must have relevent work visa"? Sorry for asking so many questions.

yes he needs to leave before the visa expires unless he can get an alternative visa that will allow him to stay. If he gets another job offer which Immigration sees as valid to allow an alternative visa then he would replace the existing visa with that,

What is the likelihood of him being offered a more stable long term job? has he looked to see what is out there for him and have you looked? sorry do not understand what your qualifications mention are

NC is a National Certificate and HND is a Higher National Diploma. They were both from a Scottish College.

Depending on subject the HND is probably worth 40 points - you would need to get a qualifying job offer outside of Auckland in order to earn enough points.
