wondering if anyone may have any information or even experience on this one.

my partner and I are keen to move to NZ and were told word of mouth that they have a shortage of excavator operators over there.

Now i see its not on any of the lists. Migrant agents suggest that they can get you work and a visa although i'm sure these are the types that say anything so i will steer clear. My partner has, as well as excavator license, high reach license also which i'm lead to believe may be in his favour.
Looking on line i can see plenty of work out there but is it a case that we he would only get a visa if offered a job

You could get a job offer with an accredited company or the employer would have to prove that they have exhausted all avenues of filling the position within NZ to be able to offer it to someone without a valid visa.
As for the licences I think they would need to be NZ compatible but not sure how you clarify that or what he would need to do to uplift a NZ licence
