TWP processing time at Toronto airport

TWP processing time at Toronto airport
We're just in the process of booking our flights to Regina next month. We'll land and do immigration at Toronto and so will need to apply for my husband's TWP and my OWP there.
Does anyone have any experience of how long this is likely to take? We have nearly 7 hours between flights.

Depending on how busy they are the whole process should be done in under an hour.
