I wouldn't risk a non commercial photo myself.
But some commercial photographers think they know better than the IRCC spec.
I always recommend LD (for those already in Canada) as they are always up to date with the latest spec and yes, even for Citizenship.
The reason I was being so *strict* with Ken is that it would be unfortunate to get a delay at this stage for such a silly reason like wrong spec photos.

All photographers I called dont do headshot photos.

Yeah definitely hunt down a visa photographer if you can.
The one I used in Toronto took a lot of care to get it right. Straight head, separation from background, no shadows, correct size of head on output, etc.
He said to let him know if it comes back and he'll do it again. He gets no feedback why a photo is rejected. He was a pro and even he couldn't guarantee 100%.

Does Australia have Walmart? A lot of these types of places use a camera where the specs can be changed as we know one size photo fits all is not OK.

This is what LD do. They have all the up to date specs and also did my girls' UK PP renewal photos. I sent someone to LD with the Citizenship app spec which I'd emailed them. In the few days after my email but before they went the spec changed. LD were already on top of it.
Moral: access the spec and print it off just before you go to the photographer.

I have friends who go to BCAA (BC Automobile Association) to have passport photos taken .........
Australia has an Automobile Association, does it not?
Is that another place to try?

Not sure where you are, but Australia Post in my area does thrm. You just have to specify that they are for Canada. I got mine for my passport in the Perth CBD post office in Forrest Place and my partner got his done for his application for PR done at Clarkson WA post office. He brought along the paper with the specifications and they were done in about 15 minutes.

Sorry for coming in late on this one, but KenA Australia Post should be able to help you. The Post Office I went to (in suburban Melbourne) already had the correct Canadian specifications set up in its digital photograph system, and it couldn't have been easier. I just made sure that the photographer wrote the precise incantation that Canada asked for on the back of one photo as required.
I don't know whether you need to go to a full service Post Office for this though. LPOs may not be able to do it.

Not much margin of error for children under 5!
No idea of how I am going to get a neutral expression on our 2-year-old or 4 year old for that matter

My daughter was 9 months old when we got her first passport ............. granted it was before the current more rigid instructions, but the photographer was really good with her.
