Thanks again for helpful responses. We are getting married on April 19 here in Ireland with a civil marriage and are still undecided on which route to take. Apply Outland and leave for Canada once we send off application or my spouse gets approved for sponsor(some said this only takes a few months), or we leave for Canada once married, apply for visitor visa and while there apply inland with Irish marriage certificate and hopefully get work permit to work while spousal sponsorship application is in process. Have heard a few stories from people who did last both but still unsure which is more risky. This has become a far more complicated decision then we had hoped and wished there was someone who could tell us exactly what to do,(that isn't a lawyer had), as it seems unfair for all this work for two people who are genuinely in love and want to spend the rest of there lives in BC Canada. Is there even anyway to contact border services at Vancouver Airport and talk to someone about situation?

Do you want to go over immediately, and work while you wait? Then travel as a visitor planning to apply inland including for a work permit, risking being refused entry for non-visitor intent. Do you want to not get over there until everything's in a row? Then apply outland, and travel over post-approval.
Note that it's been 2 months since you said you didn't have enough proof you'd lived together for 12 months. Depending when she arrived, if you get to a point where you can prove 12 months+ before the April wedding, you could just send the forms off then (for outland).

The simplest way would be to defer moving over; prepare your application now (it will take you a while to gather all the documentation and fill out the forms) then as soon as you are married send the application off. Spousal approval shouldn't take more than a month or so, once you have that enter Canada under dual intent or else wait a few more months and move over with your COPR.
Whilst you may think this is 'all this work' for two people genuinely in love, it's the easiest and most simple way of getting Permanent Residency in Canada.
Ultimately - as Vulcanoid said - the choice is yours.
