Nobody's going to be able to tell you what to do, because it depends what you want. If you call CBSA at Vancouver international, they're going to be perplexed as to why you're trying to get them involved in your life-planning.

Do you want to go over immediately, and work while you wait? Then travel as a visitor planning to apply inland including for a work permit, risking being refused entry for non-visitor intent. Do you want to not get over there until everything's in a row? Then apply outland, and travel over post-approval.

Note that it's been 2 months since you said you didn't have enough proof you'd lived together for 12 months. Depending when she arrived, if you get to a point where you can prove 12 months+ before the April wedding, you could just send the forms off then (for outland).

The most risky is entering as a visitor with the intent of applying inland - the fact you will be married leaves you with even less ties to Ireland and more to Canada. How will you explain your intentions to CBSA if they ask you what is your purpose of coming to Canada? If you aren't honest, you also risk being banned from Canada for misrepresentation and lying to a Border Service Agent.

The simplest way would be to defer moving over; prepare your application now (it will take you a while to gather all the documentation and fill out the forms) then as soon as you are married send the application off. Spousal approval shouldn't take more than a month or so, once you have that enter Canada under dual intent or else wait a few more months and move over with your COPR.

Whilst you may think this is 'all this work' for two people genuinely in love, it's the easiest and most simple way of getting Permanent Residency in Canada.

Ultimately - as Vulcanoid said - the choice is yours.
