Sponsor relatives and income from foreign country

12 months after landing, a landed immigrant has accumulated 6 months of physical residence
and 6 months of absence from Canada. He is now physically residence in Canada but
continued to receive income from US (working from home). He has no Canadian-source income
for the last 12 months but the instruction in IMM1283 seems to suggest that he can use his
US income received over the last 12 months as long as he paid Canadian income tax on it.
In short he doesn't have 12 months of physical presence and his only source of income is
from US for the last 12 months for which he paid Canadian tax. Is he qualified to sponsor
his relatives assuming that he meets all other conditions?
Financial Evaluation Form IMM1283 states that: Only income from Canadian sources that you
(and, if applicable, your co-signer) have earned for the last 12 months can be used to
determine if you have enough money to sponsor your relatives. The only exception is if you
have received income from another country on which Canadian income tax has been paid. You
must provide proof of all income. See the Document Checklist.
