There is no PR application process in Canada, except for sponsored spouses and common-law partners. PR application must be submitted to proper visa post outside Canada. Job offer alone is worthless - in order to be accepted as Arranged Employment (1) job offer must have a positive Arranged Employment Opinion (AEO) from HRSDC if you are still outside Canada or (2) you must be already working in Canada on valid work permit and have offer from employer to convert your current temporary employment to the permanent one on indeterminate basis after you become a PR.
