Hi
I want to know what does this section mean? and why it is not part of the language section?!

It means exactly what it says.
It's not part of the language section, because it's not solely about language ability for those points, you need both to get them.

As mentioned by christmasoompa already, you get points separately for your language benchmark, and your highest level of education, but Skills transferability adds extra points if both of these factors are above a threshold.
This is part of the reason why getting a high language score is so important - it not only gives you the direct points for language, but can help you gain up to 100 additional points when combined with education and work experience.
