H&C application from within Canada is only for persons who would suffer excessive hardship
if they had to return to their home country to apply for permanent residence in Canada as
required by the Immigration Act. Your mother-in-law leaving Canada and going to home
country will contradict and void her claim of such excessive hardship and she will have to
apply for immigration visa and wait for approval outside Canada.
