My landing paper says "Toronto, Ontario". Does that mean I can land anywhere in Ontario,
or I have to land in Toronto. Thanks

You can land in any province, not just Ontario. The only precaution is that if you land in
Quebec, you should have proof that you are continuing on to a location outside Quebec.

You may land anywhere in Ontario and, from our experience, elsewhere in Canada other than
within the province of Quebec.

No, you can land in Quebec. You're just not allowed to initially settle in Quebec, unless
you have the proper paperwork from the Quebec government.

As long as you are continuing to a destination outside Quebec, you are allowed to
land there.
