Employment on visit visa !!!!!
Dear Experts:
My friend is on a temperory visitor visa to Canada for 6 months. Its clearly stated that he can not work nor study in any educational institution in Canada and must leave Canada at the end of his visit.
My question is: A prospective employer is willing to hire him for a job. But he does not have a SIN number. Is he entitled to apply to CIC for a work permit with the offer letter from the employer and that too from within Canada.
Please give your input.

No, he cannot work without proper work permit, period.

He must apply to Canadian visa post back in home country for work permit, after employer gives him proper job offer with positive Labour market Opinion from HRSDC.
Application for work permit cannot be filed in Canada.
Job offer letter without LMO is worthless.

LMO = Labour Market Opinion
Employer must apply to HRSDC for LMO after advertising position nationally for at least 3 months (with job terms sufficient to attract and retain Canadians) and prove that no Canadian candidate was found:

Position must be advertised nationwide for at least 3 months - there is no difference between Provinces as HRSDC is a federal department.
