The final verdict lies in the hands of the CIC however you are more than welcome to submit whichever ECA you think will best benefit you. After all most applicants only ever bother to get one done anyway.

I can't see why the CIC wouldn't trust the judgement of WES either. Otherwise why else would they use them?
