Thought I'd post this for information...

Makes sense for Alberta as there are alot of people who are canadian who fall under those categories that are unemployed/laid off.

This seems such an obvious solution to the abuse of the TFW scheme that I'm amazed it hasn't been done before and on a Canada wide basis. If you are unemployed or under unemployed you register with the gov't and if the registered numbers in any one job/trade are significant you stop processing TFW applications in that job/trade and provide the company with a list of suitable applicants.

The construction company I work for can't fill advertised posts in any Province, not even Alberta, where we currently have the biggest staff shortage, ironically.
We have interviewed some 'oil patch' workers for trades positions - none of them got past the first interview, if they even got that far.
However, I don't think they've brought many TFWs over since me in 2013 - there may have been one or two more since, but that's it..

Not to mention the expense involved. Just moving our few meager belongings from one apartment in Toronto to another across town once cost me well over $100 because the moving firm I had booked never bothered to show up and I had to make other arrangements at the last minute.

Have to agree with Withabix....
Hubby's employer has struggled to find Journeyman who want to stay in the company...the guy's who worked the 'patch' all have one eye on it picking up again.
The Boss now puts any resume to the bottom of the pile IF they say they have oil/gas experience.
He had a number of guy's come from ON and MB wanting relocation (but didn't bring their family!)...want the money and perks but make NO commitment.
We came to Northern Alberta in 2014 BECAUSE no one wanted to relocate up there.
So when the current permit holder's start to migrate into other provinces (as we are having to look at) that will spill over, when the oil and gas get going again, no-one will relocate back to Alberta unless the $$ are mind blowing!
There is a particular attitude with some (not all) that they are worth more than the industry will pay at the moment.
Schools promote College and Uni or trade apprenticeships above all...I have explained to my 16 yr old there is no shame in cleaning hotel rooms or toilets...it's about your attitude to work, bad work ethic also breeds contempt!

My landlord explained to me that it was standard to offer relocation expenses before the massive expansion of the TFW scheme and benefited himself when moving from eastern Canada to Alberta.

They don't have to, and most don't. I'd say that flights paid by the company are far from the norm these days, with the exception being those with very specialist skills that are headhunted from abroad maybe.

christmasoompa I found this on the CIC website "Employers pay return airfare, ensure that affordable and suitable accommodation is available, provide temporary medical insurance coverage for the duration of the employment, register workers with provincial workplace safety insurance plans, sign an employer-employee contract and demonstrate continued efforts to recruit and train Canadian workers."
The bottom line is I believe the rules should be adjusted so that it is always more expensive to hire a TFW than hire a Canadian even if you have to pay for relocation expenses and training for the Canadian worker.
