It is not the possession of an address that is the issue but rather whether the place is classified as a living property in the land office. It is the registration of a living property (lakóház) that will enable an address card to be issued (as far as I know)

Peter, sure - but wtf does zártkert mean then?
Probably everybody would be happy if someone could explain this - but it seems to me that Hungarians aren't sure either. Maybe someone at a bank could provide the info?
We met a couple from the Netherlands a few weeks ago who moved there - and now we saw that they have changed to Hungarian licence plates on their cars! So it works for them.

My parent in laws' house is a Zártkert and they have lakcim cards, I m not sure if there was anything special done with the registration originally but the entire "street" is classed as Zártkert as far as I know.
I'm with OTP, no problems as yet and it was very simple to open an account with them. Have kept my UK account though......

Funny little incident with OTP when we were first here - managed to hit the wrong button on the ATM & the machine swallowed my card. Popped round to see the delightful Agnes who promptly arranged for a new card, no problem. As we were leaving Agnes was told by her Boss to take us to the ATM & show us how to use it. Probably concluded, quite rightly, that us Brits are a bit thick!

A zártkert is a closed garden which is a piece of agricultural land of small area (usually less than 0.5ha) often fenced, used as a garden or more typically a vineyard with an agricultural building on it, usually a cellar with a room on top of it. They were popular as weekend retreats before the change of the system. It is a classification of land that is no longer used, but many remain as 'historical baggage'. Hunting is not allowed within a zártkert. Building size is normally limited to 3% of the plot area (at least I think it is 3%)
Because they are agricultural land the agricultural land laws apply and for this reason there was (is?) a process to take them out of agricultural land classification as it was realised that the new land laws could make them effectively unsaleable.
Because they are not properties intended for dwellings planning/building regs for dwellings do not apply (e.g. provision of drinking water, sewage, heating and insulation etc.)

Peter, thanks - but I'm 100% sure that here in the village at least a dozen families live there permanently like those Dutch people.

Back to the topic of banks:
I made the decision to choose OTP because at least here in Héviz they are the biggest and have qualified people who speak the most important foreign languages:
English, German and Russian
I remember someone who went to another bank (K&H maybe) and was surprised when they suddenly closed down - now he has to go to Keszthely for verything ...
Well, Hungarian laws and regulations are strange ...

From the date of Change in Land Laws Foreigners were allowed to Purchase Zartkert Closed Garden the Price say for 1,000 m2 around 1 million H/f with sum sort of Buidins Water and Electricity probably a Little run down But no Residence Permit IN my case my Ex-wife maid all Transactions I just Paid Out to Find out That was a Super Bitch wanting to be Very Bitter and Twisted depriving myself a Proper Life and with Cancer all I just wanting something to go-to for RIR in Summer Months and now not knowing weather i can use the Plot as my losse the Water and Electricity, as no Residence Permit and not to Have Postal Address One thing is now its a Place now to Enjoy (ok Grammar Spelling not Good, Please do not Pull this Post to Pieces, If So it's Last Time I Post Anything) digger47

I chose OTP because our branch is right next to the Ferrari dealership, so I can drool over the cars, then walk into the bank & bring myself back down to Earth!

OK to explain Zarkert first I was probably the First to raise this in Respect to Changes in Land Law in 2012. The Land just like Allotments in UK was small plots of Garden available to residence in local Villages ether to grow extra Foods for there Family ect. and moore so plating small Areas of Grapes ether for wine or Fire Water, but all so came another wording Summerhouse Plot's they would use there Plot just for Weekend and Holidays these. All of this started say early 1950's. Until say 10 years ago any Buildings for Accommodation and assasuted building for use on the Plot was permission was give by Local Moyer now controlled by Local Government and there is A Spy in The Skye revining any new Building constructed without Permission There is a ruling 3% of construction without Permission Yes sum Plots was granted Permanent Residence before Local Authority came to be in control

Thanks when I was over in January that's when I Tried to set ever thing Set Up I all so made contact with Solicitor in Szekesfehervar and she is trying to resolve the Problems, Hear charges are 10,000 h/f per hr. which I think is reasonable
