Default "Clocking" cars

A very respectable main dealer in German cars in France (near the border) told me that I should not look at second hand cars in Germany as under German law it is completely legal to reset the clock. Even those with mileages guaranteed by the manufacturer he said are completely fictitious

Now of course he would say that, as he wants me to buy a car from him, and I find it hard to believe, but does anyone know please?

From Wikipedia:

Seit dem 18. August 2005 steht das Manipulieren des Tachometers in Deutschland unter Strafe, was in § 22b Straßenverkehrsgesetz (StVG) aufgenommen wurde. Bestraft werden dabei auch jene, die im Auftrag des Besitzers die Manipulationen vornehmen. Somit wird auch die Werbung für solche Dienste unzulässig. Nach § 22a wurde folgender § 22b StVG eingefügt:

§ 22 b Missbrauch von Wegstreckenzählern und Geschwindigkeitsbegrenzern

(1) Mit Freiheitsstrafe bis zu einem Jahr oder mit Geldstrafe wird bestraft, wer

die Messung eines Wegstreckenzählers, der in ein Kraftfahrzeug eingebaut ist, dadurch verfälscht, dass er durch Einwirkung auf das Gerät oder den Messvorgang das Ergebnis der Messung beeinflusst,
die bestimmungsgemäße Funktion eines Geschwindigkeitsbegrenzers, der in ein Kraftfahrzeug eingebaut ist, durch Einwirkung auf das Gerät aufhebt oder beeinträchtigt oder
eine Straftat nach den Nummern 1 oder 2 vorbereitet, indem er Computerprogramme, deren Zweck die Begehung einer solchen Tat ist, herstellt, sich oder einem anderen verschafft, feilhält oder einem anderen überlässt.


Summary if you don't speak German: your "respectable main dealer" is talking complete nonsense. Clocking gets you up to a year in jail in Germany.

Watchpost Thank you. Very kind indeed. I would have been surprised were it the case.
As it happens yes I do speak German, I worked there many years ago. I was quite looking forward to a jaunt around Stuttgart again.
