I can't recall seeing many expats here posting from or close to Tarbes. But somebody may surface. Don't forget to become known and attempt conversation with the local folk, that's important, and your Frech will come on in leaps & bounds.
Very pleasant views from where you are, but rather chilly though I bet, especially at the moment.

I don't recall any one from Tarbes, either. If no one in the BE forum shows up, try a regional forum, of the AngloInfo South Aquitaine ilk. If it's not too indiscreet a question, how did you land up in Tarbes?
If you're looking to meet people in general, go along to your Mairie and ask for a list of Clubs and Associations. You can join one or two and make friends with people with the same interests.
If you have children, you can make friends with the other parents at the school gates, and go on from there...
