We could do with a bit more info and views on the implications for house ownership.

Am I right in thinking that by getting a passport from an EU country, I would have the right to live and work in France, but as an OAP I wouldn't get the reciprocal arrangements for healthcare because my social security payments have been made in the UK.

At this stage it is all hypothetical there is no exit strategy and there are no hard and fast facts for us. We are all camping in no mans land.

One would assume in your hypothesis you are entitled to another countries passport unless you already meet that countries residency requirements for naturalisation.

As far as owning a house in France is concerned, non-Europeans already own homes in France and are currently allowed to live in France.
They would have to apply for a Carte de Séjour.
Healthcare at this time is an unknown quantity.
We will have to see what is agreed between the UK and the EU or individual countries.
My opinion is that France and Spain will not want to lose their resident Brits and the money they spend in the respective countries.
Ask again in 2019

Some US friends with a holiday house in Treignac told me they are only allowed to spend a total of 90 days in France.

Yes - without a visa.
I knew a retired American who lived in France for 3 - 4 years before he returned to the USA with the onset of dementia and other age-related problems. He had a Carte de Séjour which he renewed without difficulty.
Another couple rent a flat in Paris for 6 months every summer and return to Florida each winter.
If they stayed more than 6 months then they would have become tax resident in France according to the France - USA double taxation treaty.
The USA is a bit different in that e.g. France accepts a California driving licence but does not accept a Georgia one so there may be different agreements between different States in the USA and France.

How come the leader of Wallonia (a constituent part of Belgium) can place a veto on an EU Trade agreement but Scotland (a constituent part of the UK) can't have its voice heard and acted on EU membership ?

Different constitutions. Belgium has regional, linguistic and ethnic caveats built into its constitution that the UK doesn't.

Not a hard and fast written one, unless you class the Magna Carta as a constitution.

What if any were the comments in the French Press about the UK court ruling that Parliament should be involved?

En Grande-Bretagne, des juges « ennemis du peuple »

I don't think you even need to read french to get the scorn poured over the British press.

I think it as more as the scorn poured over the system by the British press.

Every sovereign nation has a constitution. Ours is uncodified however; that is it isn't contained within a single document like the United States. Only New Zealand and (weirdly) Israel operate in a similar fashion.
