Not really I don't think, because AFAIK landlords aren't liable for taxe d'hab on rental properties that are unoccupied on 1st Jan, that's between the tenant and the tax office. But obviously he won't want properties standing empty and losing him money, and it's normal for rental contracts to start on 1st of the month.

It's not really an issue for people who live here all the time, because everyone lives somewhere on 1st Jan so it's not a case of do you pay the tax or not, it's just a matter of which property you pay it on. It's only an issue for the properties that tend to get handed around the expat market where the folks concerned switch between being resident and being non resident.

There are benefits too of course. Part of your social charges is a "training tax" and every employee is entitled to ongoing training, normally at no cost to themselves.
