Default Has anyone opted out of paying UK tax?

wondering if its worth paying the tax on a couple of pensions in france? tax office sent a form (sure the person that compiled it understands it?). got some details about french tax, but none of it seems to apply to the other. Seems to dwell on capital gains tax if your income is from another country where you pay tax. so no help at all really!

me being dumb?
it really is that complicated?
worth the effort?
