No, that would be illegal. For as long as the UK is still part of the EU, the EU will not permit any EU state to treat British citizens any differently from any other EU citizen. It's been an issue in the Brexit negotiations because the British Prime Minister wanted to start imposing special conditions on EU immigrants during the transition period, and the EU has refused to allow it.
