How much do academic qualifications matter while applying for courses in foreign locations, especially in European countries like France? I am from India and my education has been according to the Indian Education System throughout.

It depends what course you're applying for, what level it's at and at what institution. Some courses attract more applicants than they have places available, so entry is competitive and having good academic qualifications is very important. Some lower level courses simply have minimum entry requirements so as to ensure that you'll be capable of following the course.
