Usually these days utlilties companies like to set up direct debits, but especially landlords, for the rent - I see you are hoping to rent initially. Most agencies/landlords are very picky about tenants because French rental laws make it so hard to evict a tenant once he's in, plus the best rental properties generally have plenty of prospective tenants showing an interest, so if one applicant doesn't tick all the boxes the agency/landlord will simply pick another one who does. Not sure if there would be an issue with a Dutch bank.

Of course if you're thinking of a short-term holiday let, none of this will apply.
