Default Authorisation for minors to leave France unaccompanied by a parent

According to
https://www.service-public.fr/partic...osdroits/F1359
European parents with minor children residing in France must sign the form provided at the Mairie to allow their children to leave the Territory without being accompanied by one of them.
This applies to school outings outside of France, or children travelling alone or accompanied by adults who aren't their parents.
Originally intended to prevent a divorced foreign parent from illegally taking a child "home" or international kidnapping, it was annulled, but has now been reinstated to prevent minors from leaving the country to join Daesh.
Whatever any one else may claim, the above Service-Public site is the official source.

I see that the erroneous statement that I read has been put right since.
As an anecdote, when it was in force last century, the teacher didn't allow one of my daughters' schoolfriends to get in the coach heading for Germany on an exchange trip, as her parents had forgotten to get the form from the Mairie. At least she could just go home and wasn't stuck at a Border Control!
School outings are different, as the teacher ensures that all is in order, but EU and non-EU expat parents must be made aware of this requirement if they are not accompanying their children on a private trip out of the Territory.

DMU, I am not sure as to the reason for your post.
I can see no question, therefore are you trying to educate us on a matter of law or am I missing something?

Very odd that Flamby's Government annulled it in the first place in January 2013, and IMO it could have been reinstated when the State of Emergency was declared.
Anyway, hope this info is of some use to resident expat parents out there!
