SOUTHEAST Queensland is bracing itself for its worst weather event since 2011, prompting a rush release of millions of litres of drinking water from major dams.

With 300mm of rain forecast to soak the region today and tomorrow, Premier Campbell Newman gave the order for just under 50,000 million litres to be drawn from Wivenhoe and North Pine Dams, a three per cent reduction.

With ex-Tropical Cyclone Oswald drenching north Queensland, it is the southeast's turn to receive a bucketing as the low creates flash flooding from the Sunshine Coast to the New South Wales border.

In Gladstone, where more than 600mm of rain fell in two days, sewage bubbled into the streets but Mayor Gail Sellers said it was not a health risk.
"We've got so much water here, it's so diluted, it's not a health risk and we're dealing with it," she said. The city's harbour has been closed, the region's national parks are shut and Gladstone's Australia Day celebrations have been cancelled.

pswich Mayor Paul Pisasale warned of the potential for flash flooding in the Bundamba and Woogaroo Creek catchments but said the dryness of the area meant they were not expecting major problems.

With the Gold Coast predicted to be hardest hit by the weather "bomb", the city council activated its disaster management centre. Co-ordinator Peter McNamee said hinterland creeks and causeways were the main concern and the situation was "highly unpredictable".

Campers on Fraser Island could also be at risk from heavy rain, with 3000 booked for the Australia Day long weekend and high tides likely to affect movement along the beaches.

Synoptic Situation:
At 1pm EST, Ex Tropical Cyclone Oswald was slow moving over the Central Highlands and Coalfields district, about 75km northeast of Emerald and 275km west northwest of Gladstone. Ex Tropical Cyclone Oswald is expected to remain slow moving for much of today before shifting south southeast on Sunday. A trough extends from Ex Tropical Cyclone Oswald to the southern Capricornia coast.

Damaging winds, with peak gusts of around 100km/h are possible over the Wide Bay and Burnett, northern stretches of the Sunshine Coast and northern parts of the Darling Downs and Granite Belt district, particularly over higher terrain. These conditions are expected to contract southwards into the Southeast Coast district and also extend west to the Great Dividing Range during Sunday, with destructive wind gusts in excess of 125 km/h possibly developing Sunday afternoon or evening.

We have received reports of a tornado occurring through Bargara (near Bundaberg) at around 1pm.

Heavy rainfall which may lead to flash flooding is expected over the Wide Bay and Burnett district and Southeast Coast district, extending west to the Great Dividing Range. Six hour rainfall accumulations in excess of 100mm are likely, particularly during Sunday. This could lead to rapid river and stream rises. 24 hour rainfall accumulations in excess of 250mm are likely.

Currently, the heaviest rain is located on radar over the southern Capricornia district and through northern stretches of the Wide Bay and Burnett district. Areas near Gladstone and south to Bundaberg have recorded 200 to 500mm in the 24 hours to 9am Saturday. Some areas through the southern Capricornia have now recorded close to 900mm over the past 48 hours.

Water levels on the morning high tides are likely to exceed the highest tide of the year about coastal and island locations from Burnett Heads to the New South Wales border during Sunday and Monday. The sea level is likely to rise above the normal tide and the exposed beaches will experience damaging waves and flooding of some low lying areas close to the shoreline.

Dangerous surf conditions, with significant beach erosion, are expected to develop along the coast from Burnett Heads to the New South Wales border from today, but particularly Sunday and Monday. This includes Hervey Bay and northern parts of Moreton Bay.

Flood Warnings are current for various rivers and streams in these districts, see www.bom.gov.au/qld/warnings.

A separate Severe Weather Warning is current for the Capricornia and Central Highlands and Coalfields districts.

Emergency Management Queensland advises that people should:
* Move your car under cover or away from trees.
* Secure loose outdoor items.
* Seek shelter, preferably indoors and never under trees.
* Beware of fallen trees and powerlines.
* Avoid driving, walking or riding through flood waters.
* Keep clear of creeks and storm drains.
* Surf Life Saving Australia recommends that you stay out of the water and stay well away from surf-exposed areas.
* Check your property regularly for erosion or inundation by sea water, and if necessary raise goods and electrical items.
* For emergency assistance contact the SES on 132 500.

Moderate rainfall totals have been reported across the catchment. In the 24 hours to 9am Saturday, rainfall totals have generally been between 30 and 80mm, with localised falls of 100-120mm about the northern and southern ends of the catchment.Generally 30 to 80 mm in 24 hrs to 9 am today

Rain is continuing to fall about the upper reaches, with further heavy rainfall expected across the catchment during the next 24 hours.

At present, river levels are steady, but with further heavy rainfall minor flood levels are likely to be exceeded throughout the Mary River catchment during Sunday.

There were multiple reports of tornado activity through the northern Wide Bay on Saturday afternoon and evening. Currently, radar indicates strong evidence of further tornadoes in the Burrum Heads to Hervey Bay area. Destructive winds were reported from Burrum Heads approximately 3:30am.

Damaging winds, with gusts of around 110km/h are expected over the Wide Bay and Burnett, areas of the Southeast Coast district north of Brisbane, and northern parts of the Darling Downs and Granite Belt district. Wind gusts in excess of 125km/h may occur and this could cause significant damage or destruction to homes and property in localised areas.
These conditions are expected to extend southwards through remaining parts of the Southeast Coast district and west to the Great Dividing Range during Sunday. In this area, destructive wind gusts in excess of 125 km/h and tornadoes could cause significant damage or destruction to homes and property in localised areas

At 3pm EST, the centre of ex-Tropical Cyclone Oswald was located approximately 15km east northeast of Miles and 35 km west northwest of Chinchilla. The system was moving southeast at about 25 km/h and is expected to contract into New South Wales on Monday.

Reports of destructive winds and possible tornado activity occurred over northern parts of the Sunshine Coast this morning. Double Island Point recorded a wind gust of 122km/h at 10:45am. These conditions have contracted south during the day and are now occurring over the Southeast Coast district south of the Sunshine Coast, extending west into the eastern Darling Downs and Granite Belt. Cape Moreton recorded a wind gust of 125km/h at 2:46pm. Destructive wind gusts in excess of 125 km/h are likely, with possible tornado activity, and this could cause significant damage or destruction to homes and property in localised areas.

Current radar imagery shows an intense band of activity through the Brisbane area, moving southward.

Heavy rainfall which may lead to flash flooding has also contracted south and is expected to continue over the Southeast Coast district south of the Sunshine Coast, extending west to include the Great Dividing Range and the Granite Belt. Six hour rainfall accumulations in excess of 100mm are likely. This could lead to rapid river and stream rises. Widespread 24 hour rainfall accumulations in excess of 250mm are likely.

Currently, the heaviest rain is located on radar in Brisbane, moving southwards. Geebung has recorded 43mm and Mitchelton 42mm in one hour to 3:50pm. Mt Nebo has recorded 201mm, Baroon Dam 193mm, Maleny 153mm, Cooloolabin Dam 151mm and Cooran 144mm since 9am.

The area of heavy rain and destructive wind gusts will continue to contract south during the remainder of today and Monday.

Water levels on the morning high tide are likely to exceed the highest tide of the year about coastal and island locations from Burnett Heads to the New South Wales border on Monday. The sea level is likely to rise above the normal tide and the exposed beaches will experience damaging waves and flooding of some low lying areas close to the shoreline.

A flooding emergency alert has been issued for the Laidley area. The Lockyer Valley Regional Council advises Laidley Creek is expected to peak at 5.30pm with major flooding to 2011 levels in town. Ipswich and western Brisbane flood peaks likely to be midnight tomorrow night (Monday).

Brisbane and Ipswich will flood this week, with floodwaters predicted to inundate 3,600 homes and 1,250 businesses in Brisbane, Queensland Premier Campbell Newman has revealed.

Torrential rainfall continues to fall across central and southern Queensland but Mr Newman emphasises the flooding will not be as severe as in 2011.

The state's south-east is also on tornado watch tonight, with high winds expected until at least 8pm.

The Army has deployed three Black Hawk helicopters to help with flood evacuations in Bundaberg, where the Burnett River has broken its banks and hundreds of homes and businesses will flood.

An elderly man's body has been recovered from waters at Burnett Heads, while a woman and a man are missing in floodwaters in Maryborough and Gympie.

Bremer River at Ipswich to peak about midnight on Monday, and again late Tuesday.
Brisbane River to peak about noon on Tuesday, and again at noon on Wednesday.

The Burnett River in Bundaberg is expected to pass its 2010 flood level by 1.5 metres overnight. Residents in low-lying parts of North Bundaberg and East Bundaberg have been told to leave their homes but Senior Sergeant Grant Marcus says some have chosen to stay.

Phone and internet services across northern and central Queensland have been knocked out after a major cable was washed away.

Telstra says it expects thousands of customers are affected, but it's still assessing the full extent of the damage.

A spokeswoman says the fibre feeds areas across north and central Queensland. It is unclear how long services will be down, but the affected cable is in a hard to access area near Kingaroy.

Optus and Vodaphone customers will also be affected.

Issued at 12:52 am Monday, 28 January 2013.

Synoptic Situation:
At 10pm EST, the centre of ex-Tropical Cyclone Oswald was located approximately 30km southeast of Chinchilla. The system was moving southeast at about 15 km/h and is expected to move into New South Wales later today.

Damaging wind gusts in excess of 90 km/h are occurring throughout the Southeast Coast district. Locally destructive wind gusts in excess of 125km/h are also possible, chiefly in coastal and elevated areas south of about Cape Moreton. Further tornado activity is also possible in the Southeast Coast district. This activity could cause significant damage or destruction to homes and property in localised areas.

Cape Moreton recorded a wind gust of 124km/h at 8:30pm. Redcliffe and the Gold Coast Seaway recorded wind gusts of 94km/h between 8pm and 10pm.

Heavy rainfall which may lead to flash flooding is also occurring, chiefly about the Gold Coast, hinterland and areas west to the great Dividing Range south of Toowoomba. Six hour rainfall accumulations in excess of 100mm are likely. This could lead to rapid river and stream rises.

Rainfall totals since 9am Sunday include 427mm at Mt Castle (near Cunningham's Gap), 380mm at Mudgeeraba, 336mm at Mt Nebo and 306mm at Mt Tamborine.

The area of heavy rain and destructive wind gusts will continue to contract south during Monday morning.

Water levels on the morning high tide are likely to exceed the highest tide of the year about coastal and island locations from Burnett Heads to the New South Wales border on Monday. The sea level is likely to rise above the normal tide and the exposed beaches will experience damaging waves and flooding of some low lying areas close to the shoreline.

Dangerous surf conditions, with significant beach erosion, will continue along the coast from Double Island Point to the New South Wales border on Monday. This includes northern parts of Moreton Bay.

Emergency Management Queensland advises that people should:
* Move your car under cover or away from trees.
* Secure loose outdoor items.
* Seek shelter, preferably indoors and never under trees.
* Beware of fallen trees and powerlines.
* Avoid driving, walking or riding through flood waters.
* Keep clear of creeks and storm drains.
* Surf Life Saving Australia recommends that you stay out of the water and stay well away from surf-exposed areas.
* Check your property regularly for erosion or inundation by sea water, and if necessary raise goods and electrical items.
* For emergency assistance contact the SES on 132 500.

The next warning is due to be issued by 6:55 am.

Warnings are also available through TV and Radio broadcasts, the Bureau's website at www.bom.gov.au or call 1300 659 219. The Bureau and Emergency Management Queensland would appreciate warnings being broadcast regularly.

People in flood prone or low lying areas should consider evacuation or seek higher ground now. Evacuation Centres have been established at the Fernvale Community Hall and the Lowood Showgrounds. Flooding for Brisbane and Ipswich

How many properties are expected to flood in Brisbane and Ipswich?

On current projections, 3600 residential properties will be affected in Brisbane. Of those, 1500 are houses and 2100 are units where the ground floor might flood. About 1250 businesses are also likely to be affected and about 400 properties in Ipswich are projected to be affected including 50 at Goodna.

When will the rivers peak?


The peak will occur in Ipswich about midnight tonight and again 24 hours later. The western side of the Brisbane City Council boundary will also peak about midnight tonight. The Port Office gauge will peak at noon tomorrow and again 24 hours later. Brisbane is expecting a 2.6m flood peak, nearly half of the 4.46m peak in 2011. The Ipswich peak is expected to be about 14.5m, compared to 19.4m in 2011.

What does it mean when the Premier says Ipswich faces flood heights of 14.45m and Brisbane CBD is facing heights of 2.6m?

Flood heights are the expected surface level of the water as measured above the usual surface level of the sea, which is considered to be "zero". Since the Brisbane River flows down from its catchment to the west of Brisbane, flood heights are higher inland than at coastal locations. Floodwaters are affected by unusually high tides, which have been a feature of this event. The impact of tides diminishes as you move upstream.

How is this flood different from 2011?

In 2011, most flooding was caused by the rising Brisbane River which burst its banks and flooded low-lying areas. This time more properties near creeks are expected to be affected due to backflow flooding.
