A bushfire EMERGENCY WARNING remains in place for people in the Northcliffe townsite and east of the Northcliffe townsite bounded by: south of Middleton Road, east of Windy Harbour Road, north of Chesapeake Road and west of Deeside Coast Road, to Middleton Road.

A bushfire EMERGENCY WARNING also remains for people west of the Northcliffe townsite, south of Richardson Road, bounded by D'Entrecasteaux National Park and Boorara Gardner National Park
.

Residents in the Northcliffe townsite and the subdivisions of Parkview, Bracken Rise and Double Bridge are under imminent threat of fire. Residents are strongly urged to relocate to a safer place. These subdivisions, as well as the Northcliffe townsite, are undefendable. It is not safe to stay and defend.

You are in danger and need to act immediately to survive. There is a threat to lives and homes.
The fire started in Shannon National Park as a result of a lightning strike.


BUSHFIRE BEHAVIOUR:

The fire is burning south of Richardson Road in a north westerly direction.
The fire is still out of control and unpredictable south of the Northcliffe townsite and west of Windy Harbour Road.
Fire on the eastern side of Windy Harbour Road and west of Deeside Coast Road is contained but not controlled.

Fire east of Deeside Coast Road is out of control and unpredictable, and is burning towards South Western Highway.
Spot fires starting up to 100 metres ahead of the fire.
Strong winds associated with thunderstorms forecast for this evening could cause areas of extreme fire behaviour.


WHAT TO DO:

If the way is clear, leave now for a safer place.
Do not wait and see, leaving at the last minute is deadly.
There is ember attack ahead of the fire, so close all doors and windows, and turn off evaporative air conditioners, but keep water running through the system if possible.
It is not safe to stay and actively defend, your best chance for survival is to leave now.
If you cannot leave, you need to get ready to shelter in place.
If you are not at home, it is too dangerous now to return.

Your safest option may be to visit family or friends who live away from the area.

SAFEST ROUTE:
Leave in a northerly direction towards Pemberton away from the fire if safe to do so.

RELOCATION POINT:
The emergency relocation point is located at the Pemberton Sports Club, 1 Club Road, Pemberton. People relocating to the sports club are asked to bring their own bedding and any required medications.

A community meeting will be held at the Pemberton Mill Hall on Brockman Street in Pemberton at 12 noon on Wednesday 4 February 2015.
A second community meeting will be held at the Northcliffe Town Hall at 2pm on Wednesday 4 February 2015.

ALERT LEVEL:
A bushfire WATCH AND ACT remains for people west of Northcliffe, north of Richardson Road, west of Pemberton-Northcliffe Road and south of Callcup Road.

A bushfire WATCH AND ACT also remains for the area bounded by east of Deeside Coast Road, North of Chesapeake Road, north of Pingerup Road, west of the South Western Highway and south of Middleton Road.

There is a possible threat to lives and homes as a fire is approaching the area and conditions are changing.

You need to make preparations to leave. It is not safe to stay and defend.

WHAT TO DO:

If you are not prepared or you plan to leave, leave now if the way is clear.
There is ember attack ahead of the fire, so close all doors and windows, and turn off evaporative air conditioners, but keep water running through the system if possible.
If you are not at home, do not try to return as conditions in the area could be very dangerous.


IF DRIVING:

Be extremely careful when driving through the area.
Turn your headlights on and drive slowly.
Watch for emergency services personnel and follow their directions.
If you cannot see clearly, pull over, keep your headlights and hazard lights on, and wait until the smoke clears.
If you have a respiratory condition and you have been affected by smoke you should contact your local doctor or call Health Direct on 1800 022 222.


ROAD CLOSURES:
Avoid the area and be aware of fire and other emergency services personnel working on site.

A number of roads have been closed including:

All roads within the area bounded by Middleton Road, South West Highway, Broke Inlet Road, Chesapeake Road, Windy Harbour Road and Wheatley Coast Road.
Windy Harbour Road from Boorarra Road to the Windy Harbour settlement.
D'Enterecasteaux Drive from the Windy Harbour settlement to Salmon Beach Road.
The Northcliffe-Pemberton Road is now open between Vasse Highway and Datchett Road.
All roads within the area bounded by east of Deeside Coast Road, North of Chesapeake Road, north of Pingerup Road, west of the South Western Highway and south of Middleton Road, except South Western Highway.


There is a lot of smoke and drivers are urged to drive with extreme caution.

People located in Windy Harbour are unable to leave the town due to fire activity and smoke over Windy Harbour Road. WA Police are in Windy Harbour with the residents.

Members of the public who have left the Northcliffe townsite and surrounding areas, will not be able to return past road closures until the area is declared safe.
Businesses affected by the road closures are to contact Mark Sewell from the Shire of Manjimup who are managing the permit process for emergency access; e.g. essential milk transport from dairies, stock welfare and management. Mark can be contact on 9776 1207 (Parks and Wildlife Pemberton office).

Road information may also be available from Main Roads WA by calling 138 138 or visiting www.mainroads.wa.gov.au or the Shire of Manjimup.

POWER:

There are some power outages east of Northcliffe town site, but mains power is still in place for the Northcliffe townsite.
The extent of the network damage will not be determined until Western Power inspectors are granted safe access to the fire zone.
If you see a fallen powerline or damaged electricity equipment, stay well clear and make the safe call to Western Power’s 24/7 emergency line on 13 13 51.


RECREATION SITE CLOSURES:
The following recreation sites are closed:

Shannon Recreation site, including day use and camping
Great Forest Trees drive and all associated recreation sites.
Munda Biddi Trail and Bibbulmun Track are closed from Permberton to Walpole.
Boorara Tree and Lane Poole Falls are both closed and Boorara-Gardiner National Park is closed.


All forest tracks are closed within the vicinity of:

north of Chesapeake Road
west of South Western Highway
south of Middleton Road
east of Gardner River Road/Boorara Road


SCHOOLS:
The Department of Education has advised that Northcliffe District High School will be closed until further notice.

WHAT FIREFIGHTERS ARE DOING:

Approximately 240 firefighters from local volunteer bushfire brigades, DFES and the Department of Parks and Wildlife are on the scene.
Approximately 60 support personnel are assisting fire crews.
Firefighters will work through the night to:
strengthen containment lines between Windy Harbour Road and Deeside Coast Road.
protect life, property and critical infrastructure in Northcliffe, including the Parkview, Double Bridge, and Bracken Rise Estates, and surrounding areas.
establish containment lines on the western boundary of the fire and protect properties south of the Northcliffe townsite.
establish containment lines on the eastern and northern boundaries.
Aerial support cannot operate in the dark and has been released from the incident. If needed they will return at first light.
Firefighters have saved a number of structures, including homes.
Crews from SES, WA Police, and the Forest Products Commission are also assisting at the scene.
WA Police have been door-knocking properties in Northcliffe and recommending people evacuate to Pemberton. This is not a forced evacuation and people can choose to stay if they wish.


EXTRA INFORMATION:

An emergency situation has been declared for the Shire of Manjimup in respect of this incident. This provides the hazard management agency with additional powers to prevent and minimise the extent of the emergency.
The fire was reported at 10am on Friday 30 January 2015 and approximately 25,000 hectares have been burnt.
Telephone text and voice messages have been issued.
The cause of the fire is lightning.
Landline telephone access may be affected.
For medical attention required, please visit facilities in Pemberton such as the pharmacy or hospital.
An inter-agency Incident Management Team comprising DFES, Parks and Wildlife and local government is managing the fire, under overall control by DFES.

• The fire behaviour is strong and unpredictable.
• Winds during the day are expected to be gusty.
• There are winds from the north this morning. A wind change is expected early afternoon to a west south westerly.
• Spot fires are starting up to 100 metres ahead of fires.

WHAT TO DO – WINDY HARBOUR
• It is too late to leave, leaving now would be deadly.
• People in Windy Harbour are advised to seek shelter at the beach and take directions from the caretaker, John Old.
• You must shelter before the fire arrives, as the extreme heat will kill you well before the flames reach you.
• Protect yourself by wearing long sleeves and trousers, made from cotton or wool, and strong leather boots.
• If you are not at home, it is too dangerous now to return.

o Contain fire west of Pingerup Road from South Western Highway to Chesapeake Road
o Protect the Northcliffe townsite and surrounding properties.
• The fire has reached Windy Harbour settlement. Water bombing aircraft are protecting assets.
• Aerial support will continue to assist ground crews and provide intelligence support.
• Firefighters have saved a number of structures, including homes.

Residents of the tiny WA community of Windy Harbour are being evacuated onto the beach as a bushfire sweeping the area burns out of control for a sixth day.

A house and a number of sheds have been destroyed in Northcliffe and a second fire in Lower Hotham in the Shire of Boddington, about 120 kilometres south of Perth, is also out of control.

The Department of Fire and Emergency Services (DFES) has issued emergency warnings for both fires, which are threatening homes and lives.

An emergency situation has been declared for the Northcliffe blaze, providing authorities with additional powers in an attempt to minimise the severity of the fire.

Residents refusing to evacuate their properties in the face of a fierce bushfire south of Perth are being warned fire crews will not risk their lives for those who refuse to leave.

The fire has been raging in Northcliffe, 350 kilometres south of Perth, for six days.

Authorities said a south-westerly wind change had blown out the northern flank of the fire, which was directly lined up to hit the Northcliffe town centre.

The fire has doubled in size and burnt through 58,000 hectares, with the town now considered indefensible.

There were unconfirmed reports that two houses and a number of sheds had been destroyed.

Residents have been warned at a community meeting that the massive fire is a grave and imminent threat to the town.

A bushfire Emergency Warning has been issued for an area bounded by Deeside Coast Rd, Middleton Rd, Wheatley Coast Rd, Crowea Rd, Pemberton-Northcliffe Rd, Barker Rd, Ritter Rd, Yeagarup Rd, the coastline, Windy Harbour Rd and Chesapeake Rd to Deeside Rd, in the Shire of Manjimup.

This includes the township of Northcliffe and the settlement of Windy Harbour.



You are in danger and need to act immediately to survive. There is a threat to lives and homes.
Residents in Northcliffe and the subdivisions of Parkfield, Bracken Rise and Double Bridge are under imminent threat of fire because of unpredictable fire behaviour.

BUSHFIRE BEHAVIOUR:

The fire is still out of control and unpredictable south of the Northcliffe townsite and west of Windy Harbour Road.
The fire east of Deeside Coast Road is out of control and unpredictable, has crossed South Western Highway and is burning in a south easterly direction in this area fanned by a north westerly wind.
More than 61,000 hectares have been burnt, with the fire perimeter approximately 220 kilometres long.
The fire behaviour is strong and unpredictable.
Spot fires are starting up to 100 metres ahead of fires.
The fire has reached parts of the coast to the south west.


WHAT TO DO – WINDY HARBOUR

It is not safe to leave Windy Harbour.
People in Windy Harbour are advised to take directions from the caretaker.

If you are not at home, it is too dangerous now to return.


WHAT TO DO – NORTHCLIFFE AND SURROUNDING AREAS

If the way is clear, leave now for a safer place.
Do not wait and see, leaving at the last minute is deadly.
There is ember attack ahead of the fire, so close all doors and windows, and turn off evaporative air conditioners, but keep water running through the system if possible.
It is not safe to stay and actively defend, your best chance for survival is to leave now.
If you cannot leave, you need to get ready to shelter in place.
If you are not at home, it is too dangerous now to return.


SAFER PLACE:
Your safest option may be to visit family or friends who live away from the area.

SAFEST ROUTE:

Leave in a northerly direction towards Pemberton away from the fire if safe to do so.
People leaving Broke Inlet via South Western Highway need to leave in a southerly direction.

The emergency relocation point is located at the Pemberton Sports Club, 1 Club Road, Pemberton. People relocating to the sports club are asked to bring their own bedding and any required medications.

PETS:
People wishing to relocate domestic animals can contact the Shire of Manjimup for assistance.

A WATCH AND ACT remains in place for an area bounded by Deeside Coast Rd, Middleton Rd, Wheatley Coast Rd, Lane Poole Rd, Deeside Coast Rd, South Western Highway, Pingerup Rd and Chesapeake Rd to Deeside Coast Rd, in the Shire of Manjimup.

A WATCH AND ACT is also in place for the locality of North Walpole north of Stretcher Rd, in the Shire of Manjimup.


There is a possible threat to lives and homes as a fire is approaching the area and conditions are changing.
You need to make preparations to leave. It is not safe to stay and defend.

A bushfire ADVICE is in place for the community of Walpole South of Stretcher Rd.



There is no current threat to lives or homes but there is a lot of smoke in the area.
Although there is no immediate danger you need to be aware and keep up to date in case the situation changes.


WHAT TO DO:

Stay alert and monitor your surroundings.
Watch for signs of a bushfire, especially smoke and flames.
Close all doors and windows, and turn off evaporative air conditioners but keep water running through the system if possible.
Read through your bushfire survival plan.
If you do not have a plan decide what you will do if the situation gets worse.


IF DRIVING:

Be extremely careful when driving through the area.
Turn your headlights on and drive slowly.
Watch for emergency services personnel and follow their directions.
If you cannot see clearly, pull over, keep your headlights and hazard lights on, and wait until the smoke clears.

ROAD CLOSURES:
Avoid the area and be aware of fire and other emergency services personnel working on site.

A number of roads have been closed including:

All roads within the area bounded by Middleton Road, South Western Highway, Broke Inlet Road, Chesapeake Road, Windy Harbour Road and Wheatley Coast Road.
South Western Highway between Wheatley Coast Road and Crystal Springs Road. Access to South Western Highway will not be possible via Bevan Road or Beardmore Road and both of these roads will be closed at the Thompson Road intersections.
Windy Harbour Road from Boorarra Road to the Windy Harbour settlement.
D'Enterecasteaux Drive from the Windy Harbour settlement to Salmon Beach Road.
All roads within the area bounded by east of Deeside Coast Road, North of Chesapeake Road, north of Pingerup Road, west of the South Western Highway and south of Middleton Road.


There is a lot of smoke and drivers are urged to drive with extreme caution.

Members of the public who have left the Northcliffe townsite and surrounding areas, will not be able to return past road closures until the area is declared safe.

Businesses affected by the road closures are to contact Mark Sewell from the Shire of Manjimup who is managing the permit process for emergency access; e.g. essential milk transport from dairies, stock welfare and management. Mark can be contact on 9776 1207 (Parks and Wildlife Pemberton office).

POWER:

Western Power is providing operational support to DFES.
Sections of the network are within the fire area and Western Power crews will inspect these when it is safe.

WATER:
It is not safe to stay and defend your property, however if you have decided to stay and defend do not rely on mains water as it may be affected.

RECREATION SITE CLOSURES:
The Department of Parks and Wildlife advises that all national parks, recreation sites and camp sites in the Warren Region have been closed due to the Northcliffe bushfire. These include:

D'Entrecasteaux National Park
Shannon National Park
Walpole Nornalup National Park including the Valley of the Giants
Gloucester National Park including Gloucester Tree
Warren National Park
All parts of the Walpole Wilderness
Greater Hawke National Park
Jane National Park
Great Forest Trees drive and all associated recreation sites.
Munda Biddi Trail and Bibbulmun Track are closed from Pemberton to Walpole.
Boorara Tree
Lane Poole Falls
Boorara-Gardner National Park
Crystal Springs
Banksia camp
Longpoint Track
Brockman Sawpits
Yeagarup Lake and beach
Fernhook Falls
Camfield (Broke Inlet)


William Bay National Park remains open.

People are urged to avoid the area, follow the advice of Parks and Wildlife staff and observe signage. People already in the area should leave for a safer place.

The Department of Education has advised that Northcliffe District High School will be closed until further notice.

HEALTH SERVICES:

The Northcliffe Nursing Post is closed and will remain closed until further notice.
All patients and residents from the Pemberton Hospital have been relocated to Warren Hospital and Moonya Nursing Home in Manjimup.
The Pemberton Hospital Emergency Department remains open at this stage.


COMMUNITY MEETING:
A community meeting will be held at the Pemberton Mill Hall on Brockman Street in Pemberton at 12 noon on Thursday 5 February 2015.

WHAT FIREFIGHTERS ARE DOING:

Approximately 205 firefighters from local volunteer bushfire brigades, DFES, the Department of Parks and Wildlife, Forest Products Commission and Victoria are on the scene.
Approximately 60 support personnel are assisting in other roles.
Firefighters will work through the night to:
strengthen containment lines along the northern side of the fire, east of Northcliffe to Deeside Coast Road.
contain fire to west of the South Western Highway and north of the Broke Inlet Road and Chesapeake Road.
protect the Northcliffe townsite and surrounding properties.
Firefighters are establishing containment lines north and west of Windy Harbour Road and Salmon Beach Beach Road.
Firefighters have saved a number of structures, including homes.
Crews from SES and WA Police are also assisting at the scene.
DFES have recommed people evacuate to Pemberton. This is not a forced evacuation and people can choose to stay if they wish.
WA Police are stationed in Windy Harbour.


EXTRA INFORMATION:

An emergency situation has been declared for the Shire of Manjimup in respect of this incident. This provides the hazard management agency with additional powers to prevent and minimise the extent of the emergency.
One dwelling and shed have been confirmed lost.
The fire was reported at 10am on Friday 30 January 2015.
Telephone text and voice messages have been issued.
The cause of the fire is lightning.
