Default Korea - Applying for child's first passport

Hello all. I live in South Korea with my Korean wife and Korean-British 3 year old daughter. We live on a rural island, and as such, I do not have access to a British, Irish or other EU, US or Commonwealth counter signatory for my daughter's passport. Has anyone had any success recently getting a child's passport with a Korean counter signatory? I have access to plenty of them!

The UK embassy in Seoul isn't picking up the phone at the moment
