Default Taking meat in an aeroplane EU to EU

I've googled this with varying answers. In theory you can take meat products - raw and cooked from one EU country to another provided it is for your own personal consumption (presumably you need to do it more officially if taking half a ton of sausages to sell to expats looking for a BRitish Banger.)

But can you take it on a plane in your hand luggage?

Hoping someone knows the answer.....

No idea about hand luggage, but we did, several times, take sausage from the UK to Spain in our checked luggage without a problem, No idea about whether it was legal or not though.
