You may also be interested in Southern Transylvania (Sibiu, Sighisoara, Brasov area). It isn't exactly Switzerland or the French Alps but the cost of living is lower, and the same can be said, unfortunately, about the quality of infrastructure, services and life in general.

Dalmatian coast (Southern Croatia and Slovenia) is also very beautiful, if you're up to the challenge of learning a slavic language.

Don't rule Norway out. It's not as expensive as its reputation would have you believe - unless you eat and drink out a lot, and unless you insist on living near the centre of Oslo. My son (who lived there for 13 years) says the language is not particularly difficult to learn, though (like English) it's a bugger to speak perfectly. I once asked one of his daughters (they live with their Norwegian mother) how many points out of ten she would give her dad, who is pretty fluent. Seeing his indignation at her answer of "seven", she generously changed it to seven and a half.

Lake Balaton area of Hungary might suit, or Sopron (Northern Hungary near Austria).

Thinking on, the Buda hills might suit you even better - lovely country side & scenery, some winter sports (hills top out at just over 500 metres) & less than 30 minutes by public transport from the Danube & city centre. Great infrastructure, fair cost of living, very friendly people...

Slovenia is beautiful. Not low cost. Most people speak English and German.
