It's illegal to rent a property in England to anyone who isn't legally resident, so the non-Brit spouse couldn't be on the lease in the circumstances you suggest. The only way it would meet the accommodation requirements for a spouse visa is if the UK citizen spouse got a lease in their name, and the landlord provided a letter saying that the non-Brit spouse would be added to the lease once they produced their visa/BRP.
But they can rent a short term property such as a holiday cottage.

Yep. Short term holiday lets don't require a lease to be signed.

Sounds great! How about hotel booking or Airbnb booking acceptable?

My sister's property has 3 bedrooms and open living and family room, will check from council to issue Letter of accomodation cost £162 if the property is counted to have 4 rooms, which allows 7.5 person according to the Housing Act. (age below 10 count as 0.5 person)

Thanks all do your advice and I will go for short term lease (hotel/airbnb)as back up plan.
