Visitor in transit visa.

Visitor in transit visa.
Hello everyone,
On the 24th of the August I had an appointment where by biometrics and some documents(passport, screenshots of my flight tickets, a paper from work that stated that I'll be on vacation from 14th to 27th of the September) were collected.
On the 29th of the August I received an email that stated that my application was received by ukvi.
On the official site I've read that it takes about 15 days to make a decision.
My question is: I have to fly to the UK on the 15th of the September and I'm wondering is there any chance that I'll get my visa on time or I should cancel my flight tickets?
Also, as I understand those are 15 working days and I should count them since my application was received by the ukvi?

Thanks for the reply.
If I'd knew it is 3 months i'd chose to fly directly to the Spain, but not through UK, where I was supposed to meet some friends and go together to the Spain.

Hey sorry, I replied too soon, you are talking about a Visitor in Transit Visa as opposed to a settlement visa.. you visa may be processed much faster than the 60 days.

It's hard to say, I think you will get your visa in 15 days but that's 15 working days meaning as late as 19th September.
If I were you I would consider an itinerary change on your flight to travel at the end of September, which should be easier and less costly than cancellation.
