EEA FP processing time

EEA FP processing time
Hi
Does anyone on this forum know current processing time for an EEA Family Permit visa or currently applied for?
My wife applied on 7th August in Manila, Philippines, and we still have no decision - 8 weeks after.
On the 24th August my wife received email saying:
Unfortunately, the processing of your application has not been straightforward and we will be unable to decide your application within our customer service targets. We are continuing to work on your application and aim to make a decision as soon as possible.
No other emails since then.
ASAP - what does that mean for application centre? 4 weeeks? 8 weeks?
Is there maximum time they have to make decision within?
EEA is a priority type, i expected we will get decision within three weeks.
I sent email to UK Visa and Imigration Centre 10 days ago, asking for clarification on our case, no reply as well.
