Post Trustable jurisdiction - No banking info sharing to US or UK

I have a UK citizen friend in Eastern Europe that wants to receive interest payments on a loan he made to a US citizen who is in the US.
He wants the regular loan payments to go into a trustable stable bank in a jurisdiction with no t@x treaty with either country...
The IoM used to ask no questions... it seems these days they ask more than anyone.

I know this is probably of dubious legality, but I am sure everyone could use a little relief from the inland revenue.

Anyone have any recommendations .. especially if they have any personal knowledge of the effectiveness of these places... like an overseas accountant. Please explain why it is a good choice too.

Thanks in advance!
