Safety Certificate For Car

Re: Safety Certificate For Car
I'm sure, of course, that that's an accurate recollection. But I find it very difficult to believe that, in 2003 or so, a car passed an MOT within weeks of a floor pan perforation.
Heck, I had an old banger in the late 80s where the underside of the carpets got a bit wet occasionally from road spray coming up through the rust holes, but even that needed a plate welded on (well, actually in this case masticked and pop-riveted, I didn't have easy access to a welder) to be passed by a friendly MOT tester.
