Registering marriage in Canada
To get married in Canada, what would be the requirements to obtain a marriage license/certificate for someone who has been divorced before? The previous divorce took place outside Canada and neither of the ex spouses are/were Canadian citizens. The husband from the previous marriage was a PR at the time of marriage but was not residing in Canada. At the time of divorce he was also not residing in Canada so neither the marriage nor the divorce was constituted by the Canadian Law.
CIC does not have any history of his previous spouse because he married and divorced between becoming PR and permanently moving to Canada hence there was never an opportunity to declare the above.

Depends on the province. The rules will slight vary province to province.
For BC (BC appears to not require proof of divorce, where other provinces do.)

We got married in Vancouver in 2006 and had to show the decree absolute as part of the paperwork. We were UK resident at the time and I arranged everything by email, only met the commissioner 10 minutes before the wedding in Stanley Park. Got a copy of the decree absolute from the Court in Portsmouth for about a tenner.

Don't need to be a resident of BC. They don't even require both parties to be present to get the license, but for obvious reasons both must be present at the actual time of marriage.
As long as you meet the requirements to marry in BC, you can marry here. They do not require you to be a resident of BC.
You are eligible to marry in British Columbia if you are:
single, divorced or widowed; and
not closely related to the individual you are marrying
You do not need to be a resident of British Columbia, or obtain a blood test.
How long have the persons been divorced? If it's very recent they may wan't proof, but if its been a while, you should be okay.
If I recall correctly, they just ask you if your single, or previously married, and that is about it, they were not picky, and didn't ask for my previous divorce papers.

1. Check that you are eligible to marry in B.C.
You are eligible to marry in British Columbia if you are:
single, divorced or widowed; and
not closely related to the individual you are marrying
If you are:
Younger than 19 years of age, you need a signed Consent of Parents (or Legal Guardians) (VSA 715) form (PDF, 176KB).
Younger than 16 years of age, you need consent of the B.C. Supreme Court.
Recently divorced, you need proof that the divorce is final (usually 31 days after the divorce decree).
You do not need to be a resident of British Columbia, or obtain a blood test.

Do you not have a copy of the decree absolute? If you don't it might be worth getting one, I needed it for something here, I can't remember if it was for PR application or Citizenship. I got a copy from the court as I had lost my original. It was simple to get and cheap.
