I couldn't find one for Port Colquitlam, but did find one for Vancouver BC - I can't see that other police forces would be much different.

If you look for VPD Regulations and Procedures Manual - City of Vancouver / 1.10 Motor Vehicle Accident (MVA) 1.10.3 Collision Investigation it should bring you to the pdf - it's the first one in this google search. (The part you want starts on page 297).

A lot of citys in BC do.

Only a handful have their own police force.

I was just advised RCMP (in Chilliwack anyway) only attend where an ambulance is in attendance.

Police reports are covered in the Motor Vehicle Act, part 8.

Accidents must be reported where there is injury or damage exceeds the provincial limit. In BC this is $2000 now I believe.
