Default Medical inadmissibility no longer admissible?

I read a headline on tv saying this but I can't find any other information about it. I'm probably not searching hard enough of course,

I wonder if any of thise who were refused because of excess $$$ on the system would reapply or gave they moved on with their lives and found that life without Canada is just fine

Edit.

I found this. It's a proposal
