Dear experts,

I'd like to apply for PR but I have a bit complicated problem with defining my English ability.In my opinion I've known English language very well.It is based on my point of view when I have verbal contactswith english speaking people.
But-if I check English language ability paragraph in the immigration form at level "Very Well" and French "Not at all" I don't succeed to collect the required points 70.When I check English language ability paragraph at the level "Fluent" I do collect the minimum required points,i.e. 70.
My questions is - Could I check "Fluent English"?As far as I know the usual processing procedure for PR is about 1-2 years.If I rely on it in 12-18 months I can take IELTS certificate.And at the interview I can prove my English ability by this certificate.
