It doesn't work like that. Investigate which province will be easiest for you to retrain in and how much it will cost. My husband went back to college full time on intensive courses over several months to qualify first as level 3 then as level 2 and we spent around $16000 on fees. I think I read some posts where in BC you can go on a shorter course.
Some provinces you don't need certification but they usually ask for it.

While this isn't a true comparison, it might help if you to start thinking of Canada (the federal nation) like the EU, and each province within Canada as a separate country. Provinces are vast places with their own sets of rules and regulations, and each city and region within a province varies in the same way that each city and region within the UK can dramatically vary, let alone different regions within each city. What you're asking is as vague sa "what would be a good country in Europe for a steady income and family friend schools, etc?"
